West St. Paul, incorporated as a city on February
23, 1889, when organized from several northwest sections of South
St. Paul; an earlier city of West St. Paul in West St. Paul Township
reverted to township status in 1862 and was annexed to St. Paul
in 1874. When the city of South St. Paul was incorporated in 1887,
it included all of West St. Paul Township; a post office was located
there 1857-79, when it became part of the St. Paul postal system.
The township was organized May 11, 1858, and by an act of the legislature
approved March 9, 1874.
During 1887, the City of South St. Paul was
formed; comprising generally what are now South St. Paul and West
St. Paul combined. Disputes regarding representation resulted
in a split in 1889 when present-day West St. Paul was incorporated. In
1907 the City Charter was adopted providing for a mayor and seven
council members. In 1962, the City Charter was amended to
provide for a city manager. The mayor and council members
form the legislative body and the city manager performs the administrative
duties as provided by the Charter.
West St. Paul Today
In the early to mid-1880s, the area that is now West Saint
Paul was bordered by the Dakota villages of Kaposia on the east and Mendota on
the west. Today, it offers a vast array of shops and restaurants at Signal Hills
Mall and along South Robert Street.
Recreational opportunities abound for hiking,
biking, cross-country skiing or golfing, at public or private golf
courses, Dodge Nature Center or city parks. While the public school
system is ranked superior, there are also several superb private
schools in the area, with higher-education opportunities nearby.
West St. Paul contains more than 600 businesses
and an industrial park, which provide exceptional products and
services ranging from manufacturing to retail.

The Center is located two blocks West of Robert Street at the
intersection of Wentworth Avenue and Humboldt Avenue.
The hours are 8:00 a.m. to 4:30 p.m. Monday through Friday. The
Municipal Center houses City Administration, Community Development,
Finance, Fire, Parks and Recreation, Police, and Public Works.
